CAMP PERALTA JR., Jamindan, Capiz – The DILG-Aklan led by its Provincial Director John Ace A. Azarcon and field personnel carried out a three day activity dubbed Status Update Conference on Bottom-Up Budgeting (BUB) and other Locally Funded Projects and Water Search and Rescue Training (WaSaR) last June 28-30, 2017 at Camp Macario Peralta Jr. in Jamindan, Capiz.

The first day saw updates on BUB Projects as well as other locally funded projects presented by Engr. Mickel Boy Regalado, Engineer III of Aklan field office. The field officers were apprised of the projects such as provision for clean water, evacuation center, local roads among others that have been completed and those that are still ongoing as well as projects lagging behind in the implementation. This is also in consonance with the timelines that should be observed so that public infrastructure projects funded by the Department are not hampered and sidetracked even by events beyond the control of the field personnel.

Strategies to fast track the implementation thereof such as on time compliance with the documentary requirements and monitoring and evaluation were also identified.

With that, the Municipal Local Government Operations Officers (MLGOOs) comprising the 17 municipalities of Aklan committed to comply with the lacking requirements and dutifully do their fair share as Engr. Regalado of the Project Development and Management Unit (PDMU) of Aklan vowed to faithfully assist the officers in the implementation of the projects.

After the BUB updates, a training related to disaster preparedness commenced in the afternoon. The activity was very much attuned with the current times as the month of July is declared as Disaster prevention month.

The Provincial Disaster Risk Reduction Management Office of Aklan demonstrated to the field officers the basics of rope technique, lines simulation, and knot tying workshop as an integral skill in rescue operation. The DRR officers painstakingly taught the theory and the practical application of such techniques.

The second day of the conference was a continuation of the actual application of water search and rescue training which was eagerly participated in by the DILG personnel. The system and method to parry the deadly effects in times of flooding and calamities in large bodies of water were ably conducted by the DRR officers.

The line of activities as a part of the conference is also geared towards providing the DILG Personnel of the necessary skills in times of calamities and disasters.

A tree planting activity was conducted in the morning of the third day of the conference as advance observance of Arbor day. Arbor day is a holiday in which individuals and groups are encouraged to plant trees. The camp which is several thousand hectares is home to different plants and trees planted by the personnel of the 3rd Infantry Division as part of their efforts to conserve the area and the preservation of the environment.  50 fruit bearing trees were planted in a vacant lot assigned by the army officers and will be named DILG Aklan personnel area.
