The Department of Interior and Local Government Region VI recently conducted the Assistance to Disadvantaged Municipalities (ADM) Program orientation and action planning for the new members of the ADM-Project Coordinating Team (ADM-PCT). The activity was held last March 6-7, 2018 in Iloilo City.
The ADM Program seeks to equitably assist all municipalities in the delivery of basic services by providing financial subsidy for the implementation of their priority programs and projects. As part of ensuring the successful implementation of the program, the DILG 6 hired 14 personnel to carry out the tasks and coordination for the ADM program.
The ADM – Project Coordinating Team (ADM – PCT) were deployed to the regional and provincial offices carrying with them the mandate to oversee the program’s Five-Year Guidance Milestones which will ascertain that the projects and activities in the region, provinces, and municipalities are in accordance with the overall direction of the ADM program. The team was also tasked to provide assistance and proper guidance to their areas of assignment, making sure that the ADM program processes are properly executed.
Highlighted during the discussions were the program’s salient features, reporting and monitoring of program implementation, and action planning for the remaining months of the 1st quarter. The team was also given an orientation on the agency’s administrative processes.
Last February 15, 2018 the ADM – PCT personnel were deployed on their areas of assignment and started to perform their functions. The staffing structure are the following:

Present during the activity were DILG Regional Director Atty. Anthony C. Nuyda, Asst. Regional Director Maria Calpiza J. Sardua, and resource persons from the DILG ADM-PMO, Mr. Norman M. Aparente and Ms. Salome Quijano.
One of the activity’s main objectives is to generate an action plan which covers the first quarter of 2018 for the region and the provinces. This action plan should directly address the effective implementation of the ADM program.
As output, the team was able to create a set of targets which includes mapping of existing CSOs on the local level, the revalidation of the LDC functionality, monitoring of the BUB 2016 provincial implementation, as well as the monitoring of the formulation of CDPs of the covered LGUs, all set to be accomplished by June 30, 2018.
