ILOILO CITY- The Department of the Interior and Local Government Region VI once again awards the winners of the 2018 Excellence in Local Governance awards through the annual Pagdayaw held last December 12, 2018 at Diversion 21 Hotel Iloilo City with a theme “Pagpapaigting sa Kahusayan ng Pamahalaang Lokal, Tugon sa Hamon ng Pagbabago”.
This year’s theme is just fitting as the Department recognizes the Best Performing Local Government Units of the Region showcasing their accomplishments and best practices in the areas of local legislation, administration, social services, economic development and environmental management.

For 2018, the Province of Negros Occidental was awarded as the Best Performing Province, while the Provinces of Capiz and Antique were declared as 1st Runner-up and 2nd Runner-up respectively. The Province of Negros Occidental likewise bagged the Excellence in Economic Governance and Environmental Governance. Excellence in Administrative Governance was awarded to the Province of Capiz; Excellence in Local Legislation went to the Province of Antique and Excellence in Social Governance was conferred to the Province of Aklan. The Ordinance Creating the Sugar Migratory Workers Desk of the Province of Antique was recognized as the Most Innovative Best Practice in the field of Local Legislation.
In the City Category, the Best Performing Local Government Unit is the City of Passi, Iloilo. It also garnered the Excellence in Social Governance and the Most Innovative Best Practice in Social Governance for its HANDUM Scholarship Program. The City of Iloilo placed second as Best Performing City and took home the Excellence in Administrative Governance. While the City of Bago placed third as Best Performing City and won the Excellence in Economic Governance and the Most Innovative Best Practice in Economic Governance for its Rice Development Program. The City of San Carlos was named as the winner for Excellence in Local Legislation and Excellence in Environmental Governance.
Moreover, for the 1st-3rd Class Municipality Category, the Municipality of Oton, Iloilo was named as Best Performing 1st-3rd Class Municipality Category. The Municipality of Oton, Iloilo also ranked first in the area of Administrative Governance. On the other hand erstwhile winner Kalibo Aklan placed 1st Runner-up as Best Performing LGU in this category and also took home the Excellence in Local Legislation and Excellence in Economic Governance Awards. Municipality of Binalbagan, Negros Occidental was declared 2nd Runner-up as Best Performing 1st-3rd Class Municipality and champion in the area of Social Governance. While the Excellence in Environmental Governance trophy for 1st-3rd Class Municipality Category went to the Municipality of Bugasong Antique.
In the 4th-6th Class Municipality Category, the Municipality of Bingawan, Iloilo was named as the Best Performing LGU in this category. The Municipality also won the awards for Excellence in Administrative Governance, Excellence in Environmental Governance and the Most Innovative Best Practice in Administrative Governance for its Pamangkutanon sa Banwa Program. The Municipality of Anilao place second as Best Performing 4th-6th Class Municipality and won the Excellence in Local Legislation, Economic Governance and Social Governance Awards. Rank 3 in the Best Performing 4th-6th Class Municipality Category went to the Municipality of Anini-y, Antique.
Lastly, the Province of Iloilo, Municipality of San Jose de Buenavista, Antique and Municipality of Tubungan, Iloilo were awarded the Plaque of Sustainability. Plaque of Sustainability is conferred to the local government unit that after acquiring the Hall of Fame, was able to sustain its high performance based on the current indicators of Excellence in Local Governance Awards.
