With the aim of influencing more LGUs to embrace the drive for good governance in pursuit of improving local administration and service delivery, DILG Region VI conducted various activities from March to June 2019 in implementing the 2019 Seal of Good Local Government (SGLG) Program. These activities included orientations, data gathering and certification, assessment, quality check/finalization, calibration, data encoding and uploading.

ORIENTATIONS
SGLG Provincial Orientations were conducted on April 3 to 10, 2019.  Here Regional Assessment Teams (RATs) composed of cross-posted DILG Provincial and City Directors, Cluster Leaders (CLs), Program Managers (PMs) with partners from CSOs/LRIs, City/Municipal Local Government Operations Officer (C/MLGOOs), LGU SGLG focal persons and Disaster Risk Reduction Management – Climate Change Adaptation (DRRM-CCA) focal persons, were oriented on the salient features of DILG Memorandum Circular (MC) 2019 – 44 or the 2019 SGLG: Pagkilala sa Katapatan at Kahusayan ng Pamahalaang Lokal, indicators, its technical notes and forms.
Such orientations were spearheaded by the SGLG Provincial Focal Persons (PFPs): Local Government Operations Officer (LGOO) V Debra Lynn Romero (Aklan), LGOO V Rubina Jane Garces of (Antique), LGOO V Marecor Diaz (Capiz), LGOO V Josephus Deysolong of (Iloilo Province), LGOO V Charmine Galvez, LGOO V April Gem Nerpiol of (Negros Occidental), and SGLG Regional Focal Person LGOO V Meryl T. Baraquia.
The activities were conducted in the Provinces and City of Western Visayas on the following dates and venues:

  • Aklan - April 3, 2019, Hotel Metro Sky Bar and Restaurant, Kalibo
  • Capiz – April 4, 2019, Nesta’s Hilltop Hotel and Restaurant, Roxas City
  • Antique - April 5, 2019, Busalian Building, San Jose de Buenavista
  • Provinces of Iloilo and Guimaras, and Iloilo City - District 21 Hotel, Iloilo City
  • Negros Occidental and Bacolod City – April 10, 2019, Nature’s Village Resort, Talisay City, Negros Occidental

Moreover, an Orientation-Workshop for the RAT Members on the 2019 SGLG Assessment was held on April 15 to 16, 2019. Presentations and discussions on the salient features of DILG MC 2019 – 44 were tackled and discussed with the Regional Assessment Team (RAT) leaders, CSOs/LRIs, and DRRM-CCA RFP in Smallville 21 Hotel, Iloilo City. The open forum was helpful in the conduct of the activity to gather insights and ideas from RATs about their deployment plan and schedules.
The activity was attended by the RATs and joined by OIC-Regional Director (OIC-RD) Engr. Ariel O. Iglesia, CESO IV, Assistant Regional Director (ARD) Maria Calpiza J. Sardua, CESO V, Local Government Monitoring and Evaluation Division (LGMED) Chief Maricel M. Bechayda and the SGLG PFPs, RFP and alternate RFP. This was also participated in by LGOO VI Ildefonso M. Orquejo, Jr., former SGLG RFP, who provided technical assistance to the RATs.

ASSESSMENT
On April 22, 2019 to May 22, 2019 the Regional Assessment was conducted. It was composed of two parts: (1) Regional Validation & Certification / Onsite Assessment; and (2) Quality Check cum Finalization of RAT Documents/Findings, and Regional Calibration. These activities were all mandated per DILG MC 2019 – 44.
Cross-posted assessments were conducted region-wide by RATs on April 22 to May 10, 2019. Here, LGU evidences were validated and certified through on-site visits, interviews and documentary reviews. After which, duly accomplished and signed assessment tools and necessary documents were submitted to the SGLG RFP for Provinces and Highly-Urbanized Cities (HUCs), and to SGLG PFPs for component cities and municipalities for checking and review.
The 2019 SGLG Quality Check cum Finalization of RAT Documents/Findings and Regional Calibration was conducted last May 21 – 22, 2019 in Iloilo City by DILG Regional Office VI, for quality checking of documents submitted by the RATs. This involved the verification of completeness of data and documentary requirements, finalization of RAT findings and shortlisting of the region’s potential passers for the 2019 SGLG.
During the activity, RAT leaders with the SGLG FPs were present in the Local Governance Resource Center Conference Room, DILG Regional Office VI to finalize RAT documents/findings, as well as to process administrative requirements. LGOO VI Orquejo rendered technical assistance on SGLG. Partner CSOs/LRIs were recognized for their untiring service and partnership with DILG Region VI in the 2019 SGLG Implementation.
After the orientations and assessment and validation activities, documents were encoded and uploaded to Google Drive. This was spearheaded by the DILG SGLG RFP and PFPs on May 23 to June 11, 2019.
Through the SGLG program, the LGUs became aware and were reminded of the compliances they need to secure, duties they need to perform, and services they need to provide in compliance with the minimum requirements of the law. With the implementation of this program, DILG Region VI foresees good local governance across the Region for the years to come and the attainment of “Gobyernong may Malasakit Tungo sa Pagbabago at Patuloy na Pag-unlad.”
