QUALIFICATIONS:  
Education: Preferably a graduate of 4-year course on Development Studies, Community Organizing or any other related field. A master’s degree is a plus.
Training Relevant trainings on community organizing, community development, management and coordination.
Experience: At least 3 years of solid experience on implementing projects/programs on community development and sustainable development supervision.
Other Qualifications Substantial experience in project management and communications, solid experience in coordination and working with NGAs, CSOs and other development agencies, substantial and well-grounded knowledge on Federalism is a must, with great attention to details, results-oriented, enthusiastic, motivated, team-oriented, with thorough familiarity on word processing, spreadsheet and other computer application, with outstanding leadership skills, excellent verbal and writing skills, excellent critical and creative thinking and analytical skills, and demonstrate skills on budget and financial management skills.
Task and Functions
  • Assist the Chief Project Officer (detailed in the PMO in DILG Central Office) in the implementation of federalism campaign projects to ensure the efficient delivery of the PMO’s functions at the regional level
  • Assist in supervising and managing all the Provincial Coordinators deployed in the regions
  • Provide technical assistance on matters related to the implementation of federalism campaign advocacy project
  • Assist in planning, organizing, coordinating and facilitating forum, awareness campaign, IECs and other activities related to Federalism, in his/her respective area of designation, as directed by the upper management in the Central Office
  • Attend all regional meetings, activities and initiatives on Federalism
  • Provide technical assistance to DILG Regional Director and Federalism Focal Person on matters pertinent to Federalism
  • Supervise and guide Local Coordinators deployed in the provinces and/or cities and municipalities of the region where he is located; address their needs and concerns
  • Assist the Coordinators in the drafting of reports pertaining to Federalism activities and initiatives that were implemented
  • May be authorized to go on official travel in the performance of the foregoing duties and responsibilities.
  • Do other tasks that may be assigned by project management.
The above tasks and functions are the basic minimum and maybe modified to suit the regional/ provincial situation or need.
Assignment Regional Project Officer will be detailed at the DILG Regional Office in the entire duration of the contract subject to possible temporary assignment in the provinces if necessary in the exigency of service.
 Duration of Engagement: The effectivity of the contract of selected applicants is 6 MONTHS and renewable every six (6) months thereafter.

  • In preparing and submitting to SA, through BLGS, quarterly reports with documentation signed by the Regional Head Coordinator and approved by the Regional Director on the implementation of the program in the field with highlights on major accomplishments like being able to contribute to the successful conviction of an official for corruption, among other major accomplishments;
  • Attend assemblies and other such meetings organized and facilitated by the Central Office;
  • In consideration of the foregoing, be authorized to travel if needed; and
  • Perform other tasks assigned by the PMT.

 Duration of Engagement: The contract shall be for a maximum duration of six (6) months and renewable at the end of each semester upon endorsement of the Head of the Office/Bureau where the PMT is lodged

Task and Functions
  • Be the focal person in the regional level of the AKSYON Team for the proper implementation of the program in the field and facilitation of visits by the Supervising Authority (SA) and/or other Officers;
  • Manage local government complaints, endorse/refer to proper agency concerned;
  • Draft communications in reply to received local government complaints, to be approved by the concerned DILG Regional Director;
  • Maintain database on all local government complaints;
  • Ensure the proper utilization of funds sub-alloted to the region;
  • Assist the AKSYON Team in establishing links with major educational institutions and CSO’s in the region for purposes of advocating against corruption;
  • In coordination with the Regional and Provincial Directors, ensure the compliance of LGUs to requirements implemented by the Department through the PMO to prevent corruption;
